This Spooky Audio Represents The Plasma Waves Interaction Between Saturn And Its Moon 'Enceladus'

        US Space Agency NASA, in a recent video, has released an eerie sound that was captured by its Cassini spacecraft last year during its mission around the solar system's second largest planet, Saturn. The otherworldly sound has been converted from a recording of the interaction of plasma waves between the planet and its moon Enceladus, in a research led by physicist and RPWS Principal Investigator Bill Kurth, at the University of Iowa. The result, as one can listen to, hints at a powerful and dynamic interaction of plasma waves between the two celes bodies.

NASA's Cassini spacecraft had recorded the plasma wave interplay between Saturn, its moon Enceladus as well as the Saturn's rings through Radio Plasma Wave Science (RPWS) instrument on board. The recording was made on September 2 last year as Cassini prepared for its final plunge into the planet's atmosphere within a couple of weeks recording the wave play. 

During the research, the recording was converted into an audio file, with the total recording time being compressed to 28.5 seconds from its original 16 minutes. The process used for the conversion was similar to how electromagnetic waves are converted to music within a radio.

मुंबई में बारिश, मुंबई बेहाल! नागपुर में बारिश। नागपुर बेहाल! दिल्ली में बारिश। दिल्ली बेहाल! जिस शहर में जरा सी तेज बारिश कि वह शहर बेहाल! मुंबई में पिछले साल रेलवे पुल पर भगदड़ मची थी, इस साल एक पुल ही गिर गया। कुछ महीने पहले वाराणसी में निर्माण के दौरान ही एक पुल का हिस्सा गिर गया था तो तीन साल पहले कोलकाता में पूरा पुल ही धराशायी हो गया था और बहुत सी जानें चली गई थीं। हमारे शहरों को आखिर क्या हो गया है? क्या स्थानीय शासन नाकारा हो गया है या फिर समस्या की ओर किसी का ध्यान है ही नहीं?

इस सवाल का जवाब ढूंढने से पहले जरा सर पैट्रिक गिडिज को याद कर लेते हैं। मौजूदा दौर में तो

शायद उनका नाम भी किसी को याद नहीं होगा। पैट्रिक गिडिज वो शख्स थे जो पूरी दुनिया में शहरों का मास्टर प्लान तैयार करने के लिए विख्यात हुए। उन्होंने स्कॉटलैंड की राजधानी एडिनबर्ग की तंग बस्तियों के हालात को सुधारने के लिए बड़ी मशक्कत की और सफल रहे। उनकी सफलता को देखते हुए मद्रास के गवर्नर लॉर्ड पेंटलैंड ने उन्हें भारत आकर यहां के शहरों के लिए उपाय सुझाने का आग्रह किया। पैट्रिग गिडिज भारत आए और न केवल मद्रास प्रशासनिक क्षेत्र बल्कि बॉम्बे (अब मुंबई) तथा बंगाल प्रशासनिक क्षेत्र के शहरों का भी दौरा किया। उन्होंने भारत के करीब 18 शहरों की प्लानिंग की जिनमें एक मुंबई भी थी। पैट्रिक गिडिज का स्पष्ट कहना था कि शहरों का विकास ऐसा होना चाहिए कि वह वहां के लोगों को सुविधाजनक जिंदगी दे सके। खूबसूरती से ज्यादा यह जरूरी है कि वहां का जनजीवन कैसा हो। खास तौर पर सफाई और ड्रेनेज की माकूल व्यवस्था पर उन्होंने जोर दिया और कहा कि विरासत को बचाया जाना चाहिए। भारतीय शहरों को स्थानीय स्वभाव के अनुरूप विकसित होना चाहिए न कि यूरोप के शहरों की तरह!

अंग्रेजों ने पैट्रिक गिडिज के सुझावों के अनुरूप तथा लंबे समय को ध्यान में रखकर शहरों के मास्टर प्लान तैयार किए। आजादी के बाद उम्मीद थी कि हमारी अपनी सरकार शहरों पर ध्यान देगी क्योंकि भारत गांवों से निकलकर तेजी से शहर की ओर आने लगा था, लेकिन दुर्भाग्य से ऐसा हो नहीं पाया। अंग्रेज जो ड्रेनेज सिस्टम शहरों में डाल कर गए थे, हम कई दशकों तक उन्हीं के सहारे रहे। हमने इस बात का अंदाजा ही नहीं लगाया कि शहर की आबादी तेजी से बढ़ रही है तो ड्रेनेज सिस्टम को और बड़ा तथा बेहतर करना पड़ेगा। नई आबादी के लिए शहर पांव पसारने लगा। प्राकृतिक बहाव का जो रास्ता था, वहां बड़ी-बड़ी इमारतें खड़ी होने लगीं। किसी ने यह सोचा ही नहीं कि जब पानी के प्राकृतिक बहाव के बीच इमारतें खड़ी हो जाएंगी तो लोगों को स्वाभाविक रूप से बाढ़ का सामना करना पड़ेगा। इसका सबसे बड़ा और गंभीर रूप 2015 में चेन्नई में देखने को मिला जब 24 घंटे में 19 इंच से ज्यादा बारिश हो गई और चेन्नई का बड़ा हिस्सा बाढ़ में डूब गया।

मुंबई की बदहाली तो हम हर साल बारिश में देखते ही हैं। जरा सी बारिश होती है और मुंबई की सड़कें लबालब हो जाती हैं। हजारों घरों में पानी घुस जाता है। अभी दो दिन पहले नागपुर में भी यही हालत हमने देखी है। सवाल यह पैदा होता है कि आज के आधुनिक युग में क्या ऐसी ड्रेनेज व्यवस्था नहीं हो सकती जो तेज से तेज बारिश में भी शहर को परेशानी से बचा ले? हो सकती है लेकिन उसके लिए दृढ़ इच्छाशक्ति और भारी फंड की जरूरत पड़ेगी। अब तो केंद्र सरकार भी शहरों को आधुनिक और स्मार्ट बनाने के लिए बड़ी राशि खर्च कर रही है। बड़े-बड़े दावे भी किए जा रहे हैं लेकिन दुर्भाग्य है कि पैट्रिक गिडिज के सुझावों के ठीक विपरीत शहरों को खूबसूरत बनाने पर तो ध्यान दिया जा रहा है लेकिन शहरों की ड्रेनेज व्यवस्था पर ठीक से काम नहीं हो रहा है। इसी का खामियाजा हमें भुगतना पड़ रहा है। 

कहने को तो हर दस-बीस साल में शहरों के मास्टर प्लान बनाने की औपचारिक रस्म भी अदा की जाती है, लेकिन सबको पता है कि राजनेता, बिल्डर और अधिकारी मिलकर मास्टर प्लान की धज्जियां उड़ा रहे हैं। शहरों की ज्यादातर आबादी तो अनियोजित हिस्से में रहती है। करीब बीस साल पहले संविधान में 74वां संशोधन किया गया था ताकि शहरों की पूरी जिम्मेदारी स्थानीय शासन को मिल जाए लेकिन ज्यादातर स्थानीय निकाय फंड की भारी कमी से जूझते रहते हैं। मुंबई और दिल्ली जैसे बड़े शहरों को तो फिर भी विशेष अनुदान मिल जाता है लेकिन नागपुर, औरंगाबाद या इन जैसे दूसरे शहरों में तो नगर निगम के पास इतना फंड भी नहीं होता कि हर साल सड़कों की मरम्मत हो जाए। नई ड्रेनेज लाइन डालने और पानी की बेहतर व्यवस्था करने की बात तो बहुत दूर है। जो फंड है उसका पूरी ईमानदारी से उपयोग नहीं होता। ठेकेदारों और अधिकारियों का ऐसा नेक्सस है जिसे कोई तोड़ नहीं पा रहा है। सरकार की दो योजनाओं अमृत और स्मार्ट सिटी मिशन के तहत 2020 तक करीब 98 हजार करोड़ रुपए शहरों के विकास पर खर्च होने हैं। बुनियादी ढांचे को हाईटेक किया जाना है। उम्मीद करें कि यह पैसा केवल रंगरोगन और खूबसूरती पर ही खर्च न हो जाए। जरूरी यह है कि शहरों से पानी बाहर कैसे निकले, शहर साफ कैसे रहें, यातायात कैसे सुगम हो और लोगों को पीने का साफ पानी कैसे मिले इस पर ज्यादा ध्यान होना चाहिए।

और अंत में...

एक अधिकारी का जज्बा न जाने कितने लोगों को प्रेरणा देता है और हिम्मत तथा उत्साह का संचार करता है। दो दिन पहले नागपुर में अतिवृष्टि के दौरान एक स्कूल में 600 से ज्यादा बच्चे फंस गए। नागपुर जोन 4 के डीसीपी नीलेश भरणो और उनकी टीम ने 6 घंटे तक रेस्क्यू ऑपरेशन चलाया और सभी बच्चों को सुरक्षित निकाल लिया। ऐसे मौके भी आए जब डीसीपी ने बस को धक्का तक लगाया। मैं उनके जज्बे की तहेदिल से कद्र करता हूं।
